When you attack the repair station it spawns enemies, and in the L3 version you get towers as well. I fired a constant barrage of heavy missiles from 35km orbit at a statis tower, I watched the missiles hit it and I SAW the tower lose its shields...

I'd also encourage you to check out battlecruisers, you get some vast cpu, powergrid and cap improvements, and many more slots to try out module combos. They're a bit of a step up in price as well but definately pay their way with lvl 2 and 3 miss...
